However, it allowed to model the specific local context of a city quarter considering many factors in relation to urban energy planning like, e.g. available concerning energy consumption, available local and imported resources, energy standards, existing infrastructure, local stakeholder interventions, etc.
Similarly, new criteria could be added and others could be abandoned after stakeholders' intervention, which may mean that steps one, two and three should be performed from the beginning based on the additional input available, as this new information may trigger the need to include a new group of stakeholders to the analysis.
Part of such strategy would be a decision whether KIECDI should be registered as an NPO or continue as a multi-stakeholder intervention.
4) To what extent do the applied methods appeal to the needs of the involved stakeholders (intervention acceptability)?
"This new approach will help create linkages between the different stakeholders' interventions, encourage synergies and reinforce the complementarity of actions by building on comparative advantages of each," said Younes El Jaouhari, Youth, Childhood and Women's Affairs Director for the Ministry of Youth and Sports.
For example, for each stakeholder the intervention mapping team would answer the questions; what do they (stakeholders) have to do to facilitate RTW and what are the expected outcomes for these actions?
Based on stakeholder input, intervention materials will be developed, and these materials will undergo feasibility testing in 2014 to: (1) assess the recruitment and training of CHWs to deliver the intervention; (2) assess the content and appropriateness of the intervention components and material; and (3) obtain qualitative process evaluations from observers, CHWs and adolescent females.
We see this as confirmation that bottom-up stakeholder led interventions have a strong body of innovative ideas to call upon (for further discussion, please see [40, 41, 42]).
Together with national stakeholders, an intervention was designed based on existing interventions and known effective elements.
