Both say councils should offer support for longer than six months to allow for more stable tenancies and call for the government to consider action against rogue landlords.
The report says social housing providers and local authorities could increase stability and security for people in poverty by: Offering stable tenancies across the social and private rented sectors.
"We are consulting with tenants to get round problems associated with shared space in HMOs and promoting to landlords what tenants want so they can have more stable tenancies".
Housing categories included living on the street, temporary/unstable residences (<6 months and unprotected tenancy rights), stable residences (>6 months/no current plans to move and/or tenancy rights), emergency shelters/crisis housing, and institutions (e.g., detox facility, nursing home/long-term care facility, addictions treatment or recovery residential program, hospital, or jail).
There needs to be radical reform of the private rented sector, with more secure tenancies and stable rent controls.
Housing benefit payments could be paid direct to private landlords to encourage longer term tenancies and stable rents for families in the private sector, following a Labour party policy review.
