They also praise him for signing into law a bill embracing oil spill prevention measures.
Regulations are needed to be sure spill prevention measures are in place and finances are available to ensure safe and complete closure when operations cease.
Therefore, globally applicable criteria must average over most of these factors, and the spill amount is the remaining factor that will be used to measure cost effectiveness against.
Three other House committees are also considering spill-related measures.
