Albert H. Bowker, the outspoken head of the City University of New York who stunned the campus and ruffled the city's self-esteem in 1971 by departing to become chancellor of the University of California, Berkeley, where he spent nine sometimes turbulent years, died on Sunday in Portola Valley, Calif.
