"He was definitely speeding," said Mrs. Carrington, a financial associate at Citibank.
The driver, Hong Sik Kim, 20, of Palisades Park, was also charged with reckless driving and speeding, said the Bergen County prosecutor, John L. Molinelli.
Mr. Walcott, one of the plaintiffs ticketed for speeding, said he initially pleaded not guilty and went to the village court three times to appear before a village justice.
In the most recent death during a police pursuit, Richard Hall, 64, was killed early Saturday when his car was struck by a vehicle being chased for speeding, said Judy Gagliano, an assistant Essex County prosecutor.
"There is no way that a car could wind up sitting on a boulder on a traffic island unless it had been speeding," said Lynn Halpern, a resident and a member of the Wykagyl Crossways Neighborhood Association, which represents 400 homes in the area.
