To address these considerations we ran MEME with the "zoops" model (allowing zero-or-one motif instances per sequence) on 13 combinations of spans, starting with only the smallest 2 spans, then the smallest 3, working up to all 14 spans, and then looked for motifs found consistently in all runs.
