The 19th-century distinction between fully sovereign states and several categories of less sovereign units lost its importance under the law of the UN.
Adopted by the Seventh International Conference of American States, the convention stipulated that all states were equal sovereign units consisting of a permanent population, defined territorial boundaries, a government, and an ability to enter into agreements with other states.
"By piling billions of dollars in new costs onto states and imposing greater federal control over the states, Congress is recklessly increasing the likelihood that states will exert their own authority as sovereign units of government and end their participation in Medicaid entirely," he wrote.
It has both conservative and proto-socialist implications, because it does not view the individual as the sovereign unit in the political equation and is more comfortable with government policy as a focussing device for national development.
And when the aided country emerges, it gains "independence," thus adding one more sovereign political unit to the overgrowing list of destiny seekers.
"The older a society is, the more anti-inflation it is because higher savings balances are hurt by inflation," said Vincent J. Truglia, co-head of the sovereign risk unit group at Moody's Investors Service.
Pierre Cailleteau, Moody's chief international economist and head of its sovereign risk unit, says he wrote the report because he wanted to look beyond the symptoms and dig up the causes of the credit market turmoil.
"The escalating political uncertainties in view of the stand-off between protesters and the country's coalition government do pose a threat to not only the democratically elected government of Prime Minister Samak Sundaravej, but also to long-term economic stability," said Thomas Byrne, a Singapore-based senior vice president in Moody's sovereign risk unit.
