There appears to be consensus that task shifting alone will not solve human resources problems in HIV services, or in health care more generally, in areas with substantial staff shortages and failing health systems.
These topics included: problem-solving, human resources, finance management and budgeting, basic public health, biostatistics/research methods, hospital operations, strategic management, health policy development and analysis, health ethics and public health law, leadership, and management information or tools.
