Perhaps that's a totally reasonable and objectively sound conclusion based on solid police work, or perhaps the police force is corrupt and does whatever the government tells them to do.
After all, virtually everyone can agree that some taxes are necessary to establish a solid social foundation, such as a strong military to protect us abroad, a solid police force to keep us safe at home, good roads to get us where we need to go, and certain valid services for those who can't care, or otherwise fend, for themselves.
If the fun of seeing classic characters like Catwoman and the Riddler develop doesn't get you, there's also the makings of a solid police procedural here, as Gordon and his more cynical partner, Harvey Bullock (played by Donal Logue, who makes anything he's in better always) fight the losing battle of trying to make Gotham a little bit safer.
