"smart comments" is a correct and usable phrase in written English.
You can use it whenever you want to describe a comment that is intelligent, insightful, or clever. For example, "The professor gave some smart comments during the discussion that really helped the students understand the material better."
In fact, we got lots of smart comments (especially here and here).
