Ghana, for example, has raised wages for some medical staff and offered incentives to the highest-skilled to come back.
"Instead, [we should] expand the number of green cards we issue to skilled immigrants" and allow these skilled immigrants to come in on permanent visas.
But it seems odd that America makes it so hard for skilled migrants to come for work.
The commission is also set to unveil a plan for a "blue card" system for skilled migrants to come to Europe legally.
