The Supporting Knowledge and Investing in Lifelong Skills Act — the job training program that passed 215 to 202, despite 14 Republican defections — may not have grabbed headlines, but it has given lawmakers something to talk about at home.
In November 2008 the Education and Skills Act raised the "participation age" (RPA), requiring all young people to continue in some form of education or training until the age of 17 from 2013, and the age of 18 from 2015.
