The phrase "silence on" is not correct or commonly used in written English
It does not make sense as a standalone phrase and needs to be used in a complete sentence for it to be grammatically correct. An example of using "silence on" in a sentence could be: "The mood in the room was tense, with all eyes on the speaker. There was a collective silence on the topic of layoffs." Here, "silence on" means that nobody was talking or discussing the topic of layoffs.
