An endorsement of the report with a less than significant majority of the Human Rights Council would be considered weak.
The referendum, which was conducted relatively peacefully, passed with a significant majority of the vote.
"The significant majority of the religiously unaffiliated tend to be left-leaning, tend to support the Democratic Party, support gay marriage and environmental causes," he said.
