The department first addressed the danger last year by instituting a plan known as traffic calming: narrowing some outer lanes and widening several sidewalk areas with painted stripes, raised pavement, stanchions and heavy planters.
On Monday, the District of Columbia's Department of Transportation will begin construction to "improve and landscape the sidewalk areas, repair the roadway, and perform upgrades to the streetlights, traffic signals and storm drains," according to the project website.
City law forbids alcoholic beverages to be drunk in "any public place," which is defined as "a place to which the public or a substantial group of persons has access, including but not limited to any highway, street, road, sidewalk, parking area, shopping area, place of amusement, playground, park or beach located within the city".
