The word "shamed" is correct and usable in written English.
It is usually used as a past participle of the verb "to shame" to describe someone who has been made to feel embarrassed or humiliated. For example, "Her behavior shamed her family."
The defence offered by one of the latest care employers to be named and shamed, East Midlands Crossroads – Caring for Carers, that the rules are "complex, in parts ambiguous and open to interpretation", does not sound good.
