It seems obvious to us nonlawyers that the Second Amendment — "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed" — was written as the nation's militia was being drawn from the general population and given the right to bear weapons, with the aim to be ready to serve.
