Article II, Section 1, of the Constitution of the United States begins with a simple declarative statement: "The executive Power shall be vested in a President of the United States of America".
We do so in the face of the declaration in Article I of the United States Constitution that "all legislative powers herein granted shall be vested in a Congress of the United States".
Section 1 of the article suggests that Congress may have even more power over the lower federal courts: "The judicial power of the United States, shall be vested in one Supreme Court, and in such inferior courts as the Congress may from time to time ordain and establish".
The phrasing can be read as a blanket grant of power, an interpretation that is buttressed when the language is compared with the qualified language of Article I: "All legislative Powers herein granted shall be vested in a Congress of the United States".
The City charter states that "management authority shall be vested in the Mayor who shall be the Chief Executive Officer" of this vast enterprise.
The opening words of Article I of the Constitution are quite clear: "All legislative powers... shall be vested in a Congress of the United States".
