Despite Russia's role as the main supplier of weapons to Bashar al-Assad's regime, an advocacy group has put the president's name forward because the former KGB agent "actively promotes settlement of all conflicts arising on the planet".
At a regional summit in Islamabad in January, Mr Vajpayee agreed with Pakistan's president and army chief, Pervez Musharraf, that the two countries should start a "composite dialogue", which, they hoped, "will lead to the settlement of all bilateral issues", including Kashmir.Such a dream, if realised, would bring enormous benefits to both countries.
