The report underlines concerns being raised by both the 1994 group and the Russell group of larger research-intensive universities - that the RAE settlement means resources have "leaked" from a select group of established research teams to almost all universities.
It was a hostile environment for human settlement, exploitable resources were limited and nobody could think of options for alternative forms of land use.
