The paper provides a comprehensive discussion about the global signal settings problem, subject to the user equilibrium constraint for traffic flows.
What is new about this research is that, similar to secondary care settings, problem drug users in primary care perceive the important role of the relationship with helping professions and see stigmatising attitudes – of professionals and society – as impacting considerably on their treatment and recovery [ 26, 28, 37].
This large residuum of reasonable disagreement leads on to the second response to the limit-setting problem.
Moreover, this concern for appropriate procedure should arguably inform not only our response to the limit-setting problem, but to the capability-list problem that we noted above.
We shall return briefly to this problem towards the end of this section, but only after first give some consideration to a second potential legitimacy problem which we also briefly noted in section 1.1: the limit-setting problem.
