"set a theme" is a correct and usable phrase in written English.
It means to establish or choose a central idea or topic for something, such as a speech, essay, or event. Example: The teacher asked the students to set a theme for their class project on environmental conservation. They decided on "Reducing Plastic Waste: Small Actions, Big Impact."
