America needs a health care delivery system that provides needed long-term care, social and supportive services as well as appropriate and affordable housing to serve the growing number of elderly people.

While quality of life measures have been used for many years, a more recent approach aims to assess patients' need for supportive care services as well as whether those needs are being met [ 20- 23].
Fundamental to this is a comprehensive understanding of patient-specific need as an essential precursor to appropriate interventions and for facilitating access to relevant supportive care services as well as training staff to meet those needs (Stricker et al, 2011; Chubak et al, 2012).

Also under consideration is the construction of new housing units that come with intensive, continuing social services, known as "supportive housing," although no specific numbers are discussed in the draft.
The goal is to learn if housing coupled with intensive monitoring and services (known as supportive housing) can improve the lives of children and parents to the point where placing or keeping children in foster care is preventable and unnecessary.
