The use of cautions in a case involving so many victims, and a range of offences as serious as incitement to violence and harassment, is troubling, especially if there's a risk of someone committing further offences.
Dmitry Bogatov, a lecturer at the Moscow Finance and Law University, was taken into custody on April 6 and charged with organizing mass unrest, which was later appended with the more serious charge of incitement to terrorist activity.
"Once [it has] been completely quiet and the weapons have been taken from them and given to a third party to be taken out of the Palestinian Authority area and destroyed, if [the Palestinian Authority] takes serious steps and stops incitement and educating for peace, [then] I believe Israel will be able to … I mentioned the Palestinian state?

However, he told a news conference the "first priority must be to end violence and incitement and prevent retribution and begin a serious and substantive dialogue among all sides and all political parties".
Increasingly, Palestinian rights' advocates say, Israeli forces are throwing social media incitement charges onto initial offenses that are far less serious — like they did with al-Masri, who was pulled aside for entering Israel without a permit only to be locked up for three months on "incitement" charges.

Supported by the Muslim Council of Britain, moves to incorporate incitement to religious hatred in the Anti-Terrorism, Crime and Security Act 2001 and in the Serious Organized Crime and Police Act were dropped after being challenged in the House of Lords.
The incitement must stop.
