"Frog Hollow," said Kenneth D. Johnson, senior program officer of the Hartford office of the Local Initiatives Support Corporation, "is a 19th century Victorian neighborhood and the best example of Perfect Sixes" -- three-story, six-unit structures with bowed facades, a type of construction endemic to Hartford.
"We signed a purchase agreement two weeks after we spotted it," said Mr. Freeman, now a senior program officer at the local field office of L.I.S.C., a national nonprofit group that helps local residents transform distressed neighborhoods and has helped finance various Carriage Town projects.
He was also a senior program officer with the Ford Foundation and an Assoc.
