But some Senate officials noted that most of the affected hospitals and nursing homes are in Democratic senators' districts, possibly lessening the chances of opposition from the Republican majority.
It's that senators' districts cannot be gerrymandered, because they coincide with state lines, which means that senators' seats are a little less safe than those of members of the House, where, due to computer modelling and hyperpartisanship, representatives essentially get to pick the voters who will elect them.
"Roy's decision was a difficult one, but ultimately it was the right choice for his party and for this Senate district," Senator Skelos said in a statement.
