In the process of seeking information, needs and their contexts are changing even within the same seeking task.
In this paper we argue a user has to be in the center of information seeking task, as in any other task where the user is involved.
This leads to the ability to take information seeking tasks in Emergency Management and translate it to a path in Knowledge Management Structure.
