The QC, a member of the House of Lords' constitutional committee, is proposing an amendment to clause 1 to state that the Lord Chancellor "must secure, within the resources made available, that individuals have access to legal services that effectively meet the needs".
"There is a club I'm looking at which hopefully we will be able to secure within the next month or two," he said.
