Berelowitz, chief executive of the Office of the Children's Commissioner for England, said the organisation was "concerned that the focus on replacing existing small secure children's homes and other parts of the secure estate with a 300-bed secure college will result in a large impersonal environment that does not adequately meet the emotional and mental health needs of children in custody".
Responding to the new rule, Juliet Lyon, director of the Prison Reform Trust, said: "A new lights out policy will only exacerbate the problem of overuse of physical restraint in the youth secure estate which indicates a lack of trained, experienced staff with enough time to supervise and support the challenging children and young people in their charge.
"That is why we are planning to radically overhaul the youth secure estate to provide education with detention, rather than detention with education as an after-thought.
The sample was made up of adolescent boys of whom the majority were White; while this does reflect the wider population of young people at the YOI included in this study, the results may not be generalisable to the wider secure estate, which includes adolescent girls and a larger proportion of ethnic minority groups.
