These teams were already involved in the relevant sectors and fully cognizant of sectoral priorities.
Top among them were that PRSPs followed a generic blueprint provided by their main donor [ 25], that they prioritised economic growth over sectoral priorities, and that they failed to allocate additional resources to the social sectors [ 26, 27].
(4) Blue growth is the dominant overall priority, often aligned with strategic sectoral priorities, despite growing indications that the target for Good Environmental Status (GES) by 2020 is unlikely to be met.
Following the demonstration workshop, seven other sectoral priority-setting workshops were held (Table 2).
The group therefore decided to treat the first sectoral priority-setting workshop as a demonstration workshop, with involvement of all the trainers from the training-of-trainers group.
They affect sectoral priorities and available human resources.
It also involves a more macro-level approach to child wellbeing that looks beyond sectoral priorities.
As institutions, they are philosophically and structurally resistant to change that diverts resources and re-orients practices away from their own sectoral priorities [ 83].
A cross-sectoral priority setting process, like the one described herein, inevitably leads to a broad STI research agenda that has the value of providing strategic guidance.
Development of a Strategy In view of the close relationship between water supply and environmental sanitation, it may be necessary to have an overall strategy for the entire sector, which takes account of the sub-sectoral priorities and strategies in the wider development framework of the sector.
A broad, cross-sectoral priority-setting exercise might be particularly relevant as the international community establishes – and identifies strategies for addressing – the post-2015 development goals [ 33].
