Building on good bilateral agreements among governments of the six countries and led by Lao PDR, which shares borders with all other MBDS countries, during phase 2 of its development MBDS created several multi-sectoral border response teams comprised of health, customs, immigration, and border officials.
In part because of their local reach, regional disease surveillance networks can contribute to these solutions by engaging other institutions and sectors in their efforts to establish multi-sectoral cross-border outbreak response teams or multi-disciplinary research teams.
At national level, the HPSR portfolio would be the set of projects addressing health and health system problems within the confines of national borders and governmental authority as well as sector-wide and inter-sectoral issues.
