Tagliani was third, joined on the second row by Pagenaud, while Viso and Hunter-Reay qualified on the third row of the grid.
Dixon was the fastest from the first group, followed by Pagenaud and Hunter-Reay within half a second of his time.
The difference between finishing first and fourth in one race is 18 points, and Hunter-Reay has beaten longer odds.
The other three drivers to continue to the third round, the "Firestone Fast Six", were Pagenaud, Viso and Hunter-Reay.
Now Andretti Autosport features Marco Andretti, Michael's son; James Hinchcliffe; and Hunter-Reay.
The team is fast, and has become close, with Andretti and Hunter-Reay growing beards to match Hinchcliffe's.
There are six other Americans in the race besides Andretti and Hunter-Reay, most notably Graham Rahal, the son of Bobby Rahal, the 1986 Indianapolis 500 champion, and J. R. Hildebrand, who was leading last year's race until he crashed on the last turn of the last lap.
Rahal, who finished in seventh was just four thousandths of a second behind Hunter-Reay.
The remaining twelve drivers took part in the second group, with Hunter-Reay topping his second session of the day.
Power, however, held pace to finish just under a second ahead of Hunter-Reay.
