That is because the courts make available to the public and to tenant screening bureaus the names of the parties in landlord-tenant disputes.
Omar Mateen was once placed on the Selectee List of the FBI's Terrorist Screening Database, which the bureau describes on its website as "a single database of identifying information about those known or reasonably suspected of being involved in terrorist activity".
"We are afraid of appearing on the radar screen," said Tim McNeil, a bureau spokesman.
In the past, the bureau has screened workers via F.B.I. name checks, but obtained a waiver from the law that requires the fingerprinting of federal employees.
EARLY in his discussions with the F.B.I., Mr. Schlobohm recalls, an agent informed him "that Trevor Cook had been on their radar screen before," but the bureau had been unable to pin anything on him.
A spokesman for the FBI's Terrorist Screening Center, which maintains the bureau's watchlists, would not say if Mateen was on a bureau watchlist or had been removed from one.
The report offered some praise for the F.B.I., which oversees the governmentwide terrorist watch list through the bureau's Terrorist Screening Center, and said that bureau employees were using proper management techniques in most of the cases in which terrorism suspects were recommended for inclusion on the watch list.
In September 2005 the market research bureau sent a screener to 73,777 workers included in their panel.
Other provisions required by Dodd-Frank are also being proposed by the consumer bureau, including qualification and screening standards for loan originators.
"Mobile advertising's breakneck growth is evidence that marketers are recognizing the tremendous power of smaller screens," Randall Rothenberg, chief executive of the bureau, said in a statement.
