Mr. President, in the space of just four years, the scope of UNICEF's humanitarian activities has almost quadrupled – from 15 countries convulsed by conflict to some 55.

As a result, the Bush administration was being forced to broaden the scope of its planning for a possible humanitarian disaster while also lowering somewhat expectations for a major military campaign, officials said.
