The shift was fueled not by white flight from public schools, which spiked during desegregation but has not had much effect on school demographics since the early 1980s.
With the Supreme Court in 2007 limiting the use of race in assigning students, the policy became a model for other districts that wanted to maintain balance in school demographics.
