It is a year of opportunity because we see key moments in the Durban platform negotiations moving along with a key opportunity under the United Nations Framework Convention on Climate Change's Subsidiary Body for Scientific and Technological Advice (SBSTA).
The approached experts represented their countries or organisations on REDD during the UNFCCC workshops of the Subsidiary Body for Scientific and Technological Advice (SBSTA).
The 46th session of the Subsidiary Body for Implementation SBII) and the 46th session of the Subsidiary Body for Scientific and Technological Advice (SBSTA) under the UNFCCC will convene during the first sessional period of 2017.
On the 30th meeting of the SBSTA in June 2009 participants recognized that baseline establishment could take into account historic data, national circumstances, drivers of deforestation and if appropriate adjust for expected future emission trends [47].
Thus, the Subsidiary Body for Scientific and Technological Advice (SBSTA) of the UNFCCC was mandated to work out respective rules and procedures, and the Intergovernmental Panel on Climate Change (IPCC) was invited in 1998 to elaborate a Special Report on LULUCF to support the development of these rules [2].
In its 28th session the Subsidiary Body for Scientific and Technological Advice (SBSTA) was concerned with methodological issues concerning the implementation of REDD and stated that "means to deal with uncertainties in estimates aiming to ensure that reductions in emissions or increases in removals are not overestimated" need to be further considered [14].
In order to speed up the progress on highly technical issues, such as methodological questions on REDD+ and the details of a global architecture for climate financing, a permanent expert body operating under the Subsidiary Body for Scientific and Technological Advice (SBSTA), could provide for additional negotiation space (see e.g. [31]).
And the SBSTA process is long.
In fact, negotiators representing South East Asia and sub-Saharan Africa have already loudly called for the climate talks in Morocco this year to establish a real scientific work program on adaptation in agriculture, which is currently not on the SBSTA agenda.
In fact, nineteen of the world's leading agricultural organisations recently endorsed a joint call-to-action to climate negotiators to empower one of their own internal bodies -- the Subsidiary Body on Scientific and Technical Advice (SBSTA) -- to review proven techniques for agriculture to adapt to and mitigate climate change, and present this body of evidence to inform future decision-making.
At the Bonn Climate Change Conference this week, which convenes the Subsidiary Body for Scientific and Technological Advice (SBSTA) of the UN Framework Convention on Climate Change (UNFCCC), scientists are setting out recommendations to move the Paris Agreement from ambition to action, and the daunting challenge of adapting food systems while producing enough nutritious food is a hot topic.
