The Obama administration, after two largely ineffectual rounds of sanctions ordered by the United Nations Security Council against Tehran, still feels their threat is an important complement to its approach for engaging Iran.
The sanctions, ordered by Congress late last year to intensify diplomatic and economic pressure over Iran's nuclear activities, have put the administration in the difficult position of threatening to punish some of the United States' closest allies while it seeks to squeeze Iran's main source of hard currency.
The White House said Monday it would not impose a new round of sanctions ordered by Congress on individuals and groups associated with the Kremlin over election-meddling, claiming existing legislation was acting as an effective deterrent.
But the government on Tuesday "emphatically but respectfully" disagreed with that assessment, and asked Hanen to put on hold his ruling -- which, among other sanctions, orders U.S. Attorney General Loretta Lynch to take steps to ensure her department's ethics are in order -- while DOJ seeks to appeal to a higher court.
"The sanctions ordered by the Court far exceed the bounds of appropriate remedies for what this Court concluded were intentional misrepresentations, a conclusion that was reached without proper procedural protections and that lacks sufficient evidentiary support," DOJ said in its request to Hanen.

In chapters 4 and 5 they intervene in debates in linguistics in favor of pragmatics, that is to say, highlighting the "incorporeal transformations" (labels that prompt a different form of action to be applied to a body: "I now pronounce you man and wife") that socially sanctioned "order words" bring about (Deleuze and Guattari also refer to speech act theory in this regard).
This study was conducted in accordance with all relevant Indian laws, with due permits from the State Forest Departments of Kerala, Tamil Nadu and Karnataka as well as the Ministry of Environment and Forests, Government of India (Sanction Order No. 23/17/2003-RE).
