Higgins says connectivity is poor, trains crowded and unreliable, and says the marked lack of commuters between two nearby urban centres demonstrates how links are impeding economic growth.

Perhaps the most high profile partner is Facebook, whose founder Mark Zuckerberg says connectivity is a fundamental right.
It's relatively easy to look at Japan or even Europe and say connectivity is better because, well, it simply is better.
Higgins said: "Improving connectivity is vital if Britain is to compete in the knowledge economy, in which this country has a competitive advantage, but in which ease of travel is an essential element.
Charandeep Singh, the head of external relations at Scottish Chambers of Commerce, said: "Digital connectivity is not just important for businesses in day-to-day operations but acts as an important economic enabler.
Mr Cameron welcomed the report and said improving connectivity and reducing journey times was "crucial" to the government's long-term economic plan for the north of England.
