In December 2011 BART adopted a new "Cell Service Interruption Policy" that only allows shutdowns of cell phone services within BART facilities "in the most extraordinary circumstances that threaten the safety of District passengers, employees and other members of public, the destruction of District property, or the substantial disruption of public transit service".
In December, after considerable outcry from civil liberties groups and some members of the public, the BART board adopted a policy saying that a temporary interruption of cellphone service would be allowed only when the agency "determines that there is strong evidence of imminent unlawful activity that threatens the safety of district passengers, employees and other members of the public".
"Albeit not an ideal prospect, it may well be considered necessary, and/or appropriate that VA [Vladimir Antonov] will have to be housed in solitary confinement within the Lithuanian prison estate, so as to ensure his safety," said district judge John Zani in his ruling today.
We will continue to make student safety the District's highest priority".
Officer Daniel Andrew was required to use some level of force to keep Marlene Pinnock out of freeway traffic for her own safety, the district attorney's office concluded in a 30-page report on the case.
"We used to have a much greater social safety net," the district supervisor Jerry Jenkins told the Seattle Times.
Following a period of declining reserves, falling tin prices, and maintenance and safety issues, the district's major mine closed in 2003.
