Ms Cooper called on the prime minister to ask the Intelligence and Security Committee (ISC), which oversees the work of MI5, MI6 and GCHQ, to investigate "the UK's relationship with the Prism programme, the nature of intelligence being gathered, the extent of UK oversight by ministers and others, and the level of safeguards and compliance with the law".
"This rollback jeopardizes safeguards, compliance & cost recovery for pollution controls," he added.
Findings included poor safeguarding documentation, lack of compliance with the school's own health and safety policy, lack of appropriate fire safety, children not being routinely able to contact parents in private, risk assessments not being consistently adhered to, and insufficient oversight of policies and procedures by the leadership team.
The official said Mr. Bush would call for a new committee within the agency to monitor compliance with "safeguards" agreements, which allow inspection where nuclear fuel or weapons work may be conducted.

In a separate development, American officials also edged back from an intensive campaign to get the International Atomic Energy Agency to declare Iran out of compliance with international safeguards on its nuclear programs.
In November an agreement concerning these issues was reached between European countries and the Iranian government; Iranian officials announced that they had halted all uranium-enrichment measures and would permit inspectors to verify compliance with IAEA safeguards.
As a signatory to the Non-Proliferation Treaty, Iran has insisted that it is in full compliance with all safeguards and that the Security Council demands amount to big-power bullying.
Its chief anti-proliferation diplomat, John Bolton, said in congressional testimony last week that if the IAEA finds Iran not in compliance with its safeguards obligations, the case for opposing all enrichment and reprocessing capabilities in Iran, and for ending all nuclear co-operation with the country, would be "compelling".
It has a high-profile role in monitoring compliance with international safeguards, including the 1968 nuclear Non-Proliferation Treaty (NPT).
