The phrase 'round over' is not a complete sentence and is not grammatically correct.
It is also not commonly used in written English. A possible example of its use could be in colloquial speech, such as "The party's rounded over, time to head home." This means that the party has come to an end and it's time to leave. However, it would be more grammatically correct to say "The party is over" or "The party has ended."
