A Home Office spokesman said: "The effect of stalking on victims' lives can be devastating and we are actively looking at what more can be done to protect victims and ensure there are robust prosecutions".
While I know some people will cry out for legalizing and regulating prostitution, and others will say it's just human nature and it's not something you'd ever think you'd get caught for (remember Lawrence Taylor?), it's vital to have robust prosecutions of johns in trafficking cases.
"The military commissions system is supposed to be a still more robust terrorism prosecution system, but ironically there has always been a question about whether it can legitimately charge those two key crimes".
And, if such leaks did occur but did not lead to criminal prosecution, "robust management action should be pursued".
"We found some good examples of detective work, but at the heart of this report lies a better, more structured approach to gathering intelligence, using that to identify perpetrators, making a robust case for prosecution and getting on and doing it," she said.
In her closing argument, Clare Montgomery, a lawyer for the prosecution, gave a robust and sometimes scathing response, eliciting audible intakes of breath in the courtroom, in which she accused Mr. Robertson of minimizing rape.
"Given the pervasive weaknesses in the administration of justice in South Sudan, credible and independent investigations and prosecutions will require robust international involvement," said Drissa Traoré, vice-president of FIDH, the International Federation for Human Rights.
The prosecution was not as robust, perhaps, as it might have been, but the problem was not the civilian courts.
