The groups — the Seeds of Peace Collective, which provides food and medical care to demonstrators, and the Three Rivers Climate Convergence, a partnership of regional and national environmental groups — filed the suit in federal court here late Friday.
Judge Lancaster also said he would not stop the city from conducting further searches or detaining members of the group or of a larger group, the Three Rivers Climate Convergence.
"What they're essentially doing is refusing permits for any demonstration in downtown Pittsburgh, and that's unprecedented," said Witold Walczak, a lawyer for the American Civil Liberties Union of Pennsylvania, which is representing the six plaintiffs: Codepink, the 3 Rivers Climate Convergence, the Thomas Merton Center, Pittsburgh Outdoor Artists, Bail Out the People and G-6 Billion.
The suit also says that when the Three Rivers Climate Convergence tried to set up a "sustainability fair" in a city park, five to eight vans and cars full of uniformed police officers cruised slowly by the site every 10 to 15 minutes, intimidating participants.
According to the suit, more than 30 police officers in riot gear and holding semiautomatic weapons on Sunday stormed a building where members of the group Seeds of Peace were preparing food for a demonstration on Monday by the Three Rivers Climate Convergence, which is protesting the G20 meeting.
