On Thursday, another federal judge, Theodore D. Chuang, of Maryland, issued a separate injunction against the revised ban.
In September, a Federal District Court in South Dakota issued a preliminary injunction against the revised rule, arguing that the original law applied only to fees charged after the account was opened.
