To put a brake on sprawl in New Jersey, he favors a moratorium on retail and office development; nationwide, he would urge an end to all construction on wetlands.
More than a dozen municipalities across the state have decided to enact moratoriums on retail marijuana sales, restricting them for now or at least until after the rules are finalized later this year.
Despite the fact that the state has legalized the drug, about one-quarter of all the towns and cities in Washington have bans or temporary moratoria on retail weed sales, according to the Municipal Research and Services Center, a nonprofit in Seattle that consults local governments in the state.
But before you start packing your bags to move to the Centennial State with dreams of making marijuana millions, keep in mind that many of Colorado's cities and counties still have either outright bans on retail marijuana shops or moratoriums on new shops opening up.
The state's second largest city by population, Colorado Springs, is among the cities with blanket bans, while Denver, home to the majority of the state's operative retail marijuana dispensaries, has a moratorium on new pot businesses until 2016.
According to data compiled by the Colorado Municipal League, nearly three dozen cities and towns have banned retail marijuana sales outright so far, while 25 have passed moratoriums.
In a draft of a letter that the governors plan to send this week to members of the House and Senate, they wrote, "If you care about a level playing field for Main Street retail businesses, and local control of states' governments and schools, extend the moratorium on taxing Internet access only with authorization for the states to streamline and simplify the existing sales tax system".
Redwood City and San Mateo have both slapped 45-day moratoriums on new "Internet-related businesses" building, leasing or renovating retail space.It is easy to fault dot.com firms for the negative side-effects of the boom.
"Unfortunately, we have non-progressive municipalities on Long Island that have put moratoriums on development or changed the zoning classifications to prevent large retail tenants from coming in," said Charles R. Serota of Serota Properties in Valley Stream, which has been developing commercial property on the Island for 40 years.
And, as in Colorado, there are dozens of local bans and moratoriums on recreational marijuana shops, so it may take time for all the new retail outlets to open.
