"The unprecedented level of activity has outstretched available frontline resources," the report said.
Taking repeat offenders into custody was not possible due to a lack of resources, the report said.
"Most recently, many developing nations have curtailed their expenditures on weaponry, primarily due to their limited financial resources," the report said.
"After my first conversation with my master educator, I felt it was going to be worthwhile — she offered me some good resources," the report quoted one teacher.
"The greatest challenge presented to the archdiocese in 2005-6 is the slow pace of organizational and cultural change in the face of diminished human and financial resources," the report, compiled by an independent panel over two years, said.
"The general counsel, the chief financial officer and the inspector general were without the necessary direct access to the board to be able to raise concerns or serve as effective resources," the report said.
"The military's large size brings the promise of increased resources," the report said, but that size also stirs concerns among African nations "about potential encroachment into civilian responsibilities like development and diplomacy".
The perception that such aid is helping African countries "has facilitated a perverse reality in which the UK and other wealthy governments celebrate their generosity whilst simultaneously assisting their companies to drain Africa's resources", the report claims.
"Failure to provide such critical research resources," the report said, "may seriously jeopardize our nation's ability to protect its citizens from bioterrorism, AIDS, and other major threats to human health".
With many local authorities facing a severe squeeze on resources, the report urges them to prioritise spending on local infrastructure (including housing) and skills in an attempt to boost growth and create jobs.
