Despite positive strides and many achievements with ART in the Free State, it is evident that the province's human resource allocation and distribution policies for the programme were not sensitive enough to the differential patient loads in the five districts.
Despite development of decision making tools to assist policy makers in reaching unequivocal and optimal solutions for resource distribution [ 2- 4], the largely subjective technique of incrementalism [ 5- 7] is relied upon instead.
However the implementation of government policies and plans in the development of health institutions, human resources, accessibility and availability, resource distribution, rural-urban disparity, the male-female gap has put the health system in a dismal state.
In settings where rigorous evaluation of human resource distribution is not possible, stated preference studies or discrete choice experiments (DCEs) provide insight into health worker motivations to inform policy [ 16].
The information economy supports more equal resource distribution as it democratises access to information.
But we'd need better methods of resource distribution and laws that ensure equality among people.
These types of analysis may be very helpful for the definition of health policies, in particular to identify priority regions for disease prevention and guidelines for healthcare resources distribution.

Policy dissemination usually involves distribution of policy booklets, accompanied by dissemination workshops if resources are available [ 27].
A national human resource policy to improve the availability, distribution, education, and quality of healthcare providers is fundamental to the success and sustainability of these efforts.
Limited urban planning and design, inadequate land management, poor physical and social infrastructure, and the lack of equitable distribution of resources and policies are some of the reasons why disasters are riskier for women than for men (UN-Habitat 2013, pp. vii).
