The UN security council is mulling over a draft resolution circulated by Australia, condemning the "shooting down" of the plane and calling for swift investigations and responses.
At the United Nations, Security Council members initially disagreed during deliberations Saturday whether to approve the resolution, circulated by France, Germany, Britain and the United States, that would refer Colonel Qaddafi and his top aides to the International Criminal Court for prosecution, according to a senior United States official who observed the negotiations.
The draft resolution, circulated Monday to the 193 assembly members and obtained by the Associated Press (AP), never mentions Russia by name but calls on all countries not to recognize "any alteration of the status" of Crimea.
