While I appreciate the author raising this often-overlooked issue of external library dependencies, which impacts Python, R, and many commonly used research languages, I worry that the paper may be overstating the concern.

To become better at learning programming languages, it is worth learning some of these pure (research) languages as they will help when learning the practical languages more quickly.
