Methodology An extensive desk review of all relevant documents related to programming, reporting, monitoring and evaluation was conducted.
In general, reporting, monitoring, evaluation and record keeping was a weakness in the overall management of the programme, particularly at district level.
3.2.1 Desk review A full range of documents related to planning and implementation, reporting, monitoring, reviews (including reports from field-visits), were made available for the review.
The comments on programme partnership, objectives, obstacles and constraints, contributions, issues such as sustainability, policy, strategy and planning, implementation, coordination and communication, reporting, monitoring and supervision, as well as suggestions, were obtained during interviews with key informants guided through the questionnaire.
The number of large-scale clinical trials sorted by the party responsible for monitoring and data management activities is shown in Table 2. Twenty-six trials (41.3%) were conducted by academic organizations, while 'others' (such as trial secretariats) were reported most frequently, with 31 and (49.3%) 28 trials (44.4%) reporting monitoring and data management activities, respectively.
Reported monitoring of other laboratory and physical parameters was variable.
Reported monitoring was more variable for other physical and laboratory parameters than thyroid and renal function.
Few publications reported monitoring (2/49, 4%) or treatment (7/49, 14%) of expected pain.
Discussion As reported, monitoring and treatment of patients isolated in Ebola treatment units have not evolved since early reports.
An advantage of using a survey is that we could assess anonymized reported monitoring and use of guidelines.
